Seven Areas of Focus

In the Texas Migrant Education Program (MEP) system, the Seven Areas of Focus serve as the federally mandated framework designed to address the specific educational challenges faced by migratory families.

• Identification and Recruitment (ID&R)
  Actively locating and validating the eligibility of migratory children and youth within the region to ensure eligible families receive prompt, year-round access to available program services and educational resources.
• New Generation System (NGS) / Student Records Exchange
  Utilizing specialized electronic databases to securely track and seamlessly transfer critical academic, health, and enrollment records across districts and state lines, minimizing delays in student placement.
• Early Childhood Education (ECE)
  Providing developmentally appropriate academic readiness programs and home-based interventions for preschool-aged migratory children to establish foundational literacy, math, and social skills before kindergarten.
• Parental Involvement
  Establishing local Migrant Parent Advisory Councils (PAC) and organizing targeted family engagement workshops that empower parents to become active advocates and partners in their child’s educational journey.
• Secondary Credit Accrual
  Implementing targeted credit recovery options, flexible scheduling, and supplemental academic instruction to help highly mobile high school students stay on track for graduation despite school interruptions. [1, 2]
• Graduation Enhancement and Post-Secondary Transition
  Delivering comprehensive graduation planning, college entrance exam preparation, leadership academies, and career counseling to successfully transition students into post-secondary education or viable career paths.
• Migrant Services Coordination / Coordination of Services
  Collaborating with local public schools, public health agencies, and community organizations to efficiently deliver vital support services, including basic needs assistance, multilingual outreach, and academic intervention.
