School Construction Report
Lisandro Ramon provided a brief report on the Ed Downs Elementary cafeteria and on progress at Miller Jordan Middle School. At Ed Downs, the cafeteria has been accepted as substantially complete. The Child Nutrition Program should be ready to be fully operational in two weeks, Ramon said.
Bond Election Called
The San Benito CISD Board of Trustees unanimously called for a bond election. Scheduled for Saturday, May 10, the bond has been deemed necessary because the district continues to experience steady growth.
San Benito CISD continues to experience over 3.3% annual student growth, which accounts for over 350 students new to the district each year. Current facility capacity will be exhausted by the year 2012 unless the district attempts to address this concern with new facilities and/or campus expansions. Additionally, Heating Ventilation Air Conditioner systems at some existing schools are in desperate need of upgrading. This type of upgrading would result in energy savings and would also help the district to proactively address any potential mold problems.
Instructional Facilities Allotment (IFA) monies are currently available from the state. These monies are not guaranteed to be available in the future. The availability of IFA monies would allow the district an opportunity to fund the projects needed with only a fraction of a cost being incurred by residents. Since the time frame for implementation of these projects is only four years away, the district is making every effort to secure current available funding.
House Bill 3693 requires a five percent reduction in energy every year for the next five years. The district is attempting to address this by retrofitting the HVAC at several campuses.
The Texas Education Agency provides funding for school building projects based on wealth per average daily attendance. (ADA). With a Wealth Per Average Daily Attendance of $62,708, the San Benito CISD is ranked by TEA as the 15th poorest district in the state. San Benito CISD will qualify for $37 million, pending a successful bond election.
The bond issue would require a 7 cent tax increase. The current tax rate is $1.24 for every $100 of assessed property value. The new proposed tax rate would be $1.31 per $100 valuation.
Proposed projects included in the 2008 bond election package are as follows:
